What is legally permitted when swapping fuel types?

Part L allows a 2% decrease in efficiency and my interest is the use of wood burners. If a home has for example gas or electric heating would this rule prevent the fitting of solid fuel which is only typically 60% efficient?

Second is ventilation where an intermittent fan is installed in the kitchen which has to be greater than 30l/s would this need changing to a heat recovery device because of the 20l/s limit with an open-flued appliance? In fact would a heat recovery device be allowed or is the 20l/s limit also applying to these.

Can positive ventilation replace the negative ventilation and so comply?

I have been reading through the Part L, F, and J on line guides and it would seem it would be a problem to change to solid fuel and comply. Views please.
 
I suspect that you are confusing several different overlapping requirements.

With any combustion air is required in large volumes and when this is obtained from the room then its important that the safe operation is not compromised by extracting air from the property with a kitchen or bathroom fan.

If that is done then the fire can be getting insufficient air and produce significant carbon monoxide and if there is insufficient natural draught from the flue these poisonous gases can get into the room!
