If that's on a bath, Screwfix Item No. 20140. If its on a basin, Screwfix Item 32730

Its called a tap bonnet. Unless you know the exact make and model of the tap, you have next to zero chance of finding a replacement part, unfortunately. It will be much easier to change the taps.
