Can anyone shed some light on the type of washing line pole this is?

What makes you think it's a washing line pole?

Lines are usually a tad higher up than that and kinda string/rope looking, not a short stumpy pole in the ground.

Again, I ask you what makes you think that it is a washing line or washing line pole?

It could be part of an irrigation system according to googles image search.

Can you dig down further to see it there is more piping? Or can you remove the bit on the top to allow something else to be put into it?
Does it move if you grab hold of it and rock it around?

Its like this. But the reason you cannot pull it out of the hole could be that it is set in concrete and not just a drop in hole. If it is in a drop in hole but never moved then it is stuck with gunk and corrosion

I call it a "rotary clothes drier" if you can find one of the same brand, you might be able to slide it over the piece in the ground.
