what kind of pointing is this

looking for some opinions on what kind of pointing this is.

to me, it looks like originally it was some kind of lime mix (the whiter stuff) which has then been re pointed with some mortar mix.

If I was to address this, what should I do?

Yes, you are right: The original beds look like sand & lime, the more recent smeared on stuff looks like a very poor attempt at sand & cement pointing.

Are you looking to repoint just the reveals or the whole wall? The joints need to be raked out deeper and repointed in lime mortar.
