I am planning to screw chipboard floor panels to joists in an attempt to stop squeaking and groaning. What size and type of screws should I use and do I need pilot holes in joists or just through chipboard?

You could probably get away with just drilling and countersinking the boards but piloting won't do any harm try one of these- http://beta.screwfix.com/p/drill-bit-countersink-set-4-pc/13110
I'd use something like 2" x10 or 2 1/2" x10. Don't worry about getting all the screwheads in a perfectly straight line either. It may look neat but it can, especially if you don't pilot, cause the joist to split if all fixings are in the same line. It's not common but I have seen it happen.
