What sort of fitting do I need?

I need to replace an out door tap. Here's the deal.
The water comes from a 28mm rubber pipe coming up through the tarmac, this goes to a 28mm isolator tap, the other side has a 28mm to 22mm reducer in it, then it goes to another isolator tap then to the hose. Both joints on the 28mm isolator tap are leaking badly (I suspect that it's because it's not properly fixed to the wall) and the reducer won't tighten in the fitting and just spins. I intend to replace the 28mm isolator tap with a 22mm isolator with a red lever, but what sort of fitting do I need to go from this 28mm rubber pipe to a 22mm copper pipe?

LOL - Nothing to do with me.....it's not even my house.

So would a compression fitting give a watertight seal on a rubber pipe?

It's not a rubber pipe, it's polyethylene. Is it black or blue? If blue it will be 25mm outside diameter. If black, it will be based on imperial sizes, possibly 3/4" bore? Why do you say 28mm - is this an accurate measurement of the diameter?

It's black. I measured the pipe with the mm scale on my Bahco adjustables to be 27mm. But as it is connected to a 28mm isolator tap I figured it was 28mm.
