What's going on with the early prison release scheme?

If they need prison spaces, surely there must be lots of low hanging fruit (in terms of lesser crimes and lesser sentence being served) that can be released early as opposed to scum like this?

I think the only consolation is that they seem to be the sort who will further offend when on licence and no doubt plod will be watching their every move.

We need to think about two different types of prison. A "work house" type model for those who need to be punished rather than where society needs protecting and Full prison for those who also pose a danger. This could allow those to work off their sentence at a faster rate, through productive work and cost the state a lot less to run.
