This was an outside shower for washing dog. How can it rust?

Looks like a normal cheap bar shower and possible damage done to nuts when being tightened up.
 
Those rusty connector nuts are plated mild steel, rather than the more expensive brass (which could be self-coloured or chrome plated).
The plating has either been damaged when the nuts were tightened or is poor quality (or both), so has allowed water to contact the mild steel. Hence the rust.
