Had something strange a year ago. Outlook asked me to update my security details. When I did it said I would be blocked from accessing my Hotmail account for a month. More than a little inconvenient! However after a week or 10 days it relented and allowed me access. Been ok since.
This episode worried me, so I now use Gmail for important things.

The more I look at your Outlook page, it appears you are not logged in ( but it says you are).....???
I would uninstall/reinstall Outlook, and sign back in.

In family, is my name/email address, and I am shown as the organiser.
