Hydraulic cement 
As all OP cement is hydraulic they will all set under water, depending on the method of placement.

oldun is correct that OPC is hydraulic because of the way that it sets, but there is a fast setting cement that expands when setting used when sealing holes in basements etc. It's in common use in the USA and they call it hydraulic cement, but if you google it you will find it on sale here.
