Whats the pipe for between the pump and the mid position valve(picture enc)

Hi Folks
I have highlighted it in the picture, I believe it's a return pipe to the boiler, but what purpose does that serve?

and should the valve circled be open or shut during normal operation?

it is a system by-pass, not normally required on a Y plan system, but if everything is working the way it should just leave and dont adjust it, there is a possibility that it was fitted to stop noise or boiler over heat
