What's this and can I remove it?

Hi all,

We moved in to a house last year which did have a gas fire in, it has since been removed. On the external wall there is this, which I assume is something to do with the old fire.

There is sometimes a bit of a draft from the wall inside and I'm wondering if it can be removed and insulated?
