Whats wrong with my tap?

Any ideas what the black stuff is? Perished seal or something similar? Fixable without replacing tap?

your rubber O ring has perished

Should be replaceable. Try removing ring at base of spout which holds spout in place. It may screw off or may be held by grub screw at back.
