When to plumb kitchen

i am refurbishing a property . I had it all replimbed. When I gave the heating engeineer the plans and said "I want pipe work here in kitchen " he replied by saying when you do kitchen you put pipes in position. He had just left a hot and cold water coming from one side of the kitchen.

Ok we have started kitchen and have cabinets in position. I presume we now call in plumber. Let him refine pipe work and then we secure base units , put on work top and sink, and let plumber come again too put Taps on? Thoughts

To be honest you'd have to agree who does what, but the main thing which you seem to already know is don't cover the next thing until the previous thing is done. Is the drainage the same? That's trickier as it needs the correct falls.
