Which kind of paint can give this textured result (watch dial) ?

Hello, I've just register to this forum, I know nothing about paint and I thought that maybe someone can give me a clue about which kind of blue paint can give this textured result, it looks like it was mixed with some kind of sand but I have no idea.

Try these two companies, both deal in specialist paints for the wood / metal industry. Although to be honest I think it's a powder coating in which case you will not be able to recreate it without a lot of specialist equipment.
