White reflective chips on flat roofs

Quick questions. Will probably need to get this done in the next 12 months.

1) Is it worth waiting for next spring/summer "when the weather is good and warmer" or does that not really matter ?

2) Should you always have the reflective white stones/chips on the roof ? They seem to make good sense to me to save the heat from the flat roof.

1.only if it`s gonna leak B4 winter 2 stones or reflective paint...guess which is cheaper
