Why a switched live fan is not switching on?

This is where I'm confused.
You've said that you understand that the fan needs a live, neutral and switched live...
I understand the basics of live and neutral feeding a timed extractor and then switched live feeding that terminal
And that the builders wired it up correctly...
My builder has who say he's wired it up successfully before
And yet now you show us a single twin and earth cable connected to the fan.

Was there ever a separate switched live connected, for which you would need a 3 core and earth cable?

The xpelair terminal connections are these should anyone be wondering...

The brown input wire is currently in terminal 2. Try it in terminal 3 instead (which is where a switched live would normally go).

If there was only a switched live and not a permanent, as earlier...
connect the brown to permanent live, add a link wire between that and Timed
There would need to be the link between L and LT.
