When I have turned up the inside handle up already? Tenant used big power to turn the outside handle to get in. Should I change cylinder and handles as well?
Turning up either handle doesn't prevent the outside one working, at least it doesn't on mine. It just operates the lever locks. Which you'd want to do from both sides otherwise someone inside would lock someone outside, out.

On mine, I don't have to hold the handle up to lock it -but it does have to have been pushed up before locking it. Other designs might need you to hold the handle up while locking.
