From the 2020 paper on Group based CSE. It does however go into great lengths about how poor quality the data available is.

I don't think we have a better source?

I expect there is significant under reporting, but the racism aspect is a red herring. Like the constant rantings about Asian grooming gangs at the expense of talking about the majority of gangs which aren't.

The largest factor preventing investigation was that the police didn't see the victims as needing or being worthy of protection.

Over 80% of CSA/CSE crimes are committed by British white men. A large majority of group CSA CSE offences are committed by white British men.
Undisputed.
The fact that the remaining offences percentages are difficult to distinguish (ethnicity wise) is both irrelevant to the above facts and the fact that you were wrong.

What biking and the other idiots mistakenly interpret is the numbers. The white ones are unmistakably white. These offenders are reported as such and are the 88% majority.
It's the remaining 12% that is cloudy, particularly when it's just lumped in as 'Asian.
 
But the white ones ? Can’t play the race card ?

Did plod not avoid investigating the cases involving white people?

It is the system that is at fault, and history tells us that power/influence counts more than the racial aspect!
