Why would a 1 way circuit share L1 with a two way circuit on 2 gang switch

Cable 1 Switched Live to a lamp
Cable 2 Switched Live to the 2 way lamp
Cable 3 Incoming permanent Live
Cable 4 Outgoing permanent Live ( 3 and 4 may be exchanged
Cable 5 Switched Live and permanent Live to fan
Cable 6 Strappers to remote 2 way switch

All Neutrals connected together

Thanks @bernardgreen that list make a lot more sense of whats going on thanks and yes to confirm its a switch outside a bathroom that does have an automatic fan
