Wind howling up thru floor - upstairs

Just moved house and its pretty windy here in Anglesey. I notice that there are a couplke of air bricks high up on the outside walls.

I am wondering if these are linked to the fact that we get one hell of a breeze in the gap between downstairs ceiling and upstairs floor.

The most obvious problem this brings us is that all the clothes in the fitted cupboards feel really cold, as there are no carpets under the fitted furniture to block the draughts. Plus, we can feel a breeze coming from the cupbaods when the wind really blows.

How do I know if its OK to block these two vents up? We have blown cavity wall insulation, if that helps.

Have you tried putting some cheap floor covering down in the cupboards to see if this alleviates the problem first?

no, as they have bases to them, but the air still comes whistling in the gaps. I could get the silicon sealant out I guess, but I thought maybe i could cut off the supply of cold air "at source" as it were.

Hardboard all floors, silicone around the edge. Block up wall vents as long as you have trickle vents on the double glazing or you will get condensation.
