Window reveal damp

I have had to clear out the cavity which was packed full of bricks and dirt from when wall ties were put in (probably a few years ago). The rubbish had all landed on bitumen looking ‘trays’ above the ground floor Windows. One tray was completely smashed in half and the window beneath it is constantly damp, the plasterboard reveals and header are soaking.

How do I go about getting this sorted? I’m not worried about having to hack off the walls inside or out to get it fixed.

It's a cavity tray, and you will need to remove bricks from outside and install a complete new one or repair the damaged sections
