Window shootbolts - are they necessary?

I have a window that operates with top and bottom shootbolts. It is currently stuck locked and from what I can fathom the main locking mechanism and bottom shootbolt are working as when I unlock with the handle and apply pressure, the window flexes and opens to a small degree at these locking points. It won't budge towards the top. I am guessing that the top shootbolt has disengaged from the main part of the lock. Assuming I can free it up and get the window open, is it wise to take off the shootbolts to prevent it happening again? I realise there would be fewer locking points so the window would be less secure.
 
That would work , and as you say, less locking points. Have to say it's normally the gearbox at fault ( and the bottom shootout drops...unusual for top ) , and gearboxes aren't too bad price wise. But if your happy with the lack of locking points ( potentially two depending on size as the shoot bolt extension may have a cam on it too )
