i would like to alter 2 4ft wide windows, and replace with 4ft french doors opening inwards with juliet balconys on outside wall.i am in a council flat 1st floor in a block of 3 floors.i would love a balcony to be able to sit on,if that is possible.please point me in the right direction initally ie; who do i approach first of all,for permission etc.thanks in anticipation.

You say its a council flat, do you own it? Unless anyone else has done something similar I would think the chances of planning permission being granted are slim at best.
