I can not find any flat grey two core (No earth) cable. When .fitting double earthd components ie 50w halogen downlighters , what cable spec should be used for cable runs under floor between cieling joists?.

Do you mean double insulated fittings?
If so just use twin and earth but sleeve the earth and put it in a terminal block.
