Wiring between ceiling and new ceiling

Have artex ceiling and having another put up over it as showing joins etc.
Anyway, in the middle is a rose.
Looking to install 6 to 8 led down lights.
Could the lights be run off the rose wires?
Can suitable cable be run from here and thus between the ceiling and the new ceiling?

If you must. Are you sure you want (fairly large) holes in your new ceiling?

Could the lights be run off the rose wires?

Do you mean leaving the rose in place? If so, Only if it will be accessible afterwards.
If not, see if you can find the rose cable and if possible redirect it to one of the downlights position.

Yes.
Use cable or flex that will fit - sizewise - to the new downlights.
