Why?
The neon is there as a reminder the switch has been left wasting power in the appliance.
You can get pull isolators/switches with mechanical flags. No need for power hungry neons. Showers don't use power when they are not running.

I haven't seen any without a light for a while now and a very quick google images search showed hundreds of pics and every one had a light. I'm not saying they don't exist but they do look to be a rarity now. I haven't searched for such switches without a light, and I don't intend to.
