I am about to install new units in our kitchen and need to move various 13A sockets etc, do I need to inform the local Building Control People about this?

It will mean re-routing some cables and breaking into existing ring main.

Does that mean they visit to see exactly what is being proposed, and am I still able to do the work myself, I am a retired electrician although in a different field - Electrical Control

You notify them and pay them a fee.

They (may) visit and check first fix.

They (may) visit and test after second fix. They will (usually) get a local contractor in to do the final testing as local BCO know nothing about electrical items especially what to expect on test results.

They will (usually) try to get you to pay another fee for the inspection. This they cannot do as it contravenes Govts own advice to LABC - plenty of links on here about this.

Depending on the fee (well over £300 in parts of London) it may be cheaper to get a registered electrician to do it all for you - he will split his registration costs between all his customers spread over a year so it should be pennies for your job.

What councils actually do varies greatly - you are 100% allowed to do the work yourself but you may find that your council is one of the ones that tries to impose extra charges for I&T, on top of the notification fee, or insists that you get an electrician to inspect & test, despite the fact that they aren't allowed to do either of those things, the Building Regulations don't say they can or must, Approved Document P explicitly says they must not and the ODPM (as was) wrote to them all telling them they must not.

If you are in that boat you'll have to decide how much you want to push back and demand that they behave.
