1. The grey item is a float. When it floats up to a certain level it shuts the water off. So if it starts higher, it will take longer to shut the water off and the cistern will have more water in it.
2. Looking at the picture, you would have to turn the red knob clockwise (looking down on it) to raise the resting level of the float.
