wood stain primer

I got some of this filler to repair the external window sills on my wood conservatory last year and painted over with Wilko brand wood stain. The stain has now peeled off where I covered the filler so perhaps should have used a stain primer, if such a product exists, although the filler instructions say it can be stained.

Any ideas on this?
