Worcester 240RSF Pressure question

I have a Worcester 240RSF. At cold it sits at 1.5bar, and when the central heating is demanded between 1 to 3 on the boilers own dial the pressure rises to no more than 2.5bar as it should. However, if you turn the dial up past 3 or above, then after a short while pressure rises above 2.5bar, very close to 3bar, although I haven't let it reach it (I didn't want the contents of my system dumped in the back garden).

Is this likely to be an under pressurised, or damaged, pressure vessel, or could there be another cause?

Any suggestions?
