Worcester 24i rsf Combi not igniting

the pump is buzzing and the pressure is 1.4 cold
when heating is switched on or hot water tap runs the pump starts up but doesn't ignite
anyone have any ideas? do the spark plugs wear out?

Igntition always follows a sequence like pump, fan, air pressure switch, pilot, pilot established, main burner.

Pump buzzing? is the fan running?

the pump makes the normal noise
but can't hear the fan separately.
