Worcester 24i with megaflow Power issue

We have moved into a House with a megastar 24i and megaflow tank.

It seems when the hot water is off - the boiler is off - and we don't get any heating! If we turn the water on - the boiler springs into life and the rads get warm!

Presuming this isn't by design? Is it just a fault?

First reason, motorised valve for central heating is stuck in its opending position.

Second reason, unlikely, an installation error called reverse circulation.
 
sorry, should have made clear - when i say no heating - i mean the power light on the worcester is OFF and no power is being fed to it!

is That normal?

Worcester Greenstar 24i is a combi boiler, and it is bit odd for a combi combined with a cylinder, yes con do, bit odd, I suggest you to get someone competent to check your system.
 
Could be a greenstar 24i system.

maybe there's no permanent live and it's wired via hot water switch live on programmer, ch zone valve may have been manually opened so radiators also get hot

A competent rgi or sparky should be able to rewire for you.
