Would a hole saw do the job?

I have a 10 meter retaining wall with steps in between, the left section had drainage holes 2" i think evey meter or so, the right hand has not (they forgot i guess).

Can i use a Hole saw to drill through the face brick and concreate brick and then just insert a plastic 2"pipe?

Core drill, preferably diamond tipped either hire or buy.
