there is a draining valve just above the main stopcock, for draining the system, would this drain the hotwater tank, and the rads, I have a Baxi back boiler would this drain using this valve

No, this valve is just for cold water.
The HW cyl is drained by a drain cock at the bottom of the HW cylinder and the heating is drained by a drain off at the lowest point, usually under a downstairs radiator and under/or just above the boiler.
