They agreed to the plan which is why phase 1 implemented. Incidentally most of the Arab world supported the plan. It was agreed it would be staged in increments, here is the 1st stage (6 points) which has been signed by Israel, Hamas and various mediating countries.
At this point Hamas stated their refusal to disarm and carried out attacks on Israeli positions and Israel retaliated with strikes against Hamas positions, and so it continues.
Hamas did not agree to disarm. End of.

If it had been a negotiated agreement, Hamas would have refused to disarm.
So Hamas never broke any agreement, despite your claim that they did.
