You have to work out what trump means. Much of what he says is lies. See his book "Art of the deal" - he'll often ask for far more than is reasonable to get his opponent to concede more, early on. Whatever his motives, he operates in any corrupt way he can get away with.
Yes USA did better than anywhere after covid. Biden spent a ton of money the USA doesn't have. They can do that, it's part of "exceptionalism".

Like the tariffs which are already cut back and delayed. He'll get a chunk of what he wants without imposing much. Government by bullying.
No, rich people do not have to give their money away even if they don't need it, despite what notchy, JD etc might think. Whinge all you like, that's not how the world works. Something like, deport the ones without jobs. Make it unattractive to try to cheat the system. Trump's style is to say they'll
all be deported, so he can get some more practical measures brought in which would have seemed outrageous for someone like Biden.
Similary, he said prices would go down. Now we can see them going up, and he's saying yes they'll go up further but they'll come down later. Ah that one, jam tomorrow.. Everyone who was bright enough and honest. could see that, - he was lying. Trump is allowed and expected now to speak shyte, like Boris was allowed buffoonery. It has become the normal m.o. .
Trump can, just like all the miscreants he has it in for, get away with it. He uses any legitimate, underhand, or illegal way he can get away with. He might have learned that from his Mafia associations (see Wikipedia).
