Whenever I go abroad, I try to pick up some phrases in the local language of the country I'm going to.
As for Ex Pat's living abroad,, I think you'll find that they do indeed pick up the local language.
Next , you'll expect the UK to adopt the Euro as it's principal monetary unit. ( much like Ireland did,,, and see where that got them)

Why should they? What if their spouse is willing to do their talking for them? What if they dont want to speak to any English people?

I see where you are coming from John , however not everyone who comes to live here has to work. I believe if you have to work it would be a good idea to speak English unless you are working for someone who can speak your language. And obviously it is a good idea to learn the language of what ever country you live in. But to make it a lawful requirement? I have lived in a few countries and have not been able to speak the language at first, but I learned. I now speak French , Dutch , German and a few other ''pigeon'' languages and yes , I have been to Poland and no I dont speak Polish.
Perhaps if we made it so these people had to learn English to get by it might prompt them to do so, although I think life here would already be very difficult of you could not speak English.

Being an ex pat I can safely say a majority of them dont bother John. I wouldn't know about adopting the Euro, I'm not up enough on my world economies to make an educated comment on that score.

Actually, this is BRITAIN where BRITISH people live alongside some other other nationalities that have settled here. The indigenous peoples of Britain speak several languages including Welsh, Scottish gaelic, Irish Gaelic, Lallans, Ullans, Doric and Cornish. Then there are the various dialects some of which are almost languages in their own right.
