No it wasn't It was set up for British people to pay a 'stamp' from their earnings and get treatment that they otherwise couldn't afford. It wasn't specifically aimed at the jobless, although they use it. And it certainly wasn't set up for assorted jobless illegals and freeloading international parasites to use and abuse whilst paying nothing in.
