people "say" my area has hard water, but is there a way to find out for sure? a test?

The website of your water company should tell you. Also you can get a strip of paper to test, from a plumbers merchants.

my water company, anglian water, has a detailed report of the water in my area. lt has "total hardness as CA". the numbers are (mg/l)
min: 98
mean: 105
max: 112

wikipedia.org defines this as HARD. (gosh i love the internet)

I had installed a Kinetico water softner at my house many years ago and am very pleased with it.

My son's flat does'nt have the space to fit a water softner, so looking at one of these water de scaler (there is from from B & Q from Permutit) and more on the internet at big money.
Understand at the start of the forum they don't actually work.

What would you recommend -

Thanks for any info

Lets look at it from a different angle.
Does anyone think template assisted crystallisation (TAC) is capable of giving the results their tests claim to have acheived ?.
