Maybe I am being harsh, but would one not first check the MCB's/RCBO's/RCD's have not triped? Maybe the 13A plug on the storage heaters is for a smaller and on-peak secondary heating element?
That's good to hear. Now before you forget about it, investigate getting a blanking plate to cover the gap to the left of those three switches. This is important. Currently, someone could get a fatal electric shock by putting their fingers in there. This might seem unlikely, but children do stupid things, as do e.g. tipsy people coming back from the pub who find their electric is off and go to investigate in the dark and try to find the switches by feel.
