Just wondering if the fault is the opposite way around to what you think - I once saw one where a sewer was running parallel with a HV earth, people used to get shocks in the shower! The more earthing they installed the worse it got. Was only when I got hold of the DNO drawing a few year after they stopped using the building that it dawned on me what was going on!
