is there a regulation somewhere that says 13a socket outlets should normally be switched. I know there are occasions where unswitched sockets are more suitable but is there a general recommendation or regulation that indicates sockets should normally be switched?

No regs as such, except general common sense words that a means of isolation should be convenient. However there are really very few occsions when pulling out the plug is not as easy as switching off would have been. Also it is possible for the switch in the socket to fail in bizarre ways and not be noticed, so in some ways switched sockets may give a false sense of security, and for things like changing the bulb in a bedside light, Id suggest you should like to see the plug fully out in any case.
