Your lights dim owing to the voltage drop caused by the heavy load and the impedance of the cables to your house, not a lot you can do about this. A 9.5kw shower shouldn't be on a 30A fuse as it requires almost 40A. You'll need an electrician to sort...

A starter motor is what you have in a car :P A fluorescent starter is the small tubular device which plugs in the side of a switch start type fitting, you need to rotate it anti clockwise and it will pull out. Some old fittings had them hidden inside...
