are you sure? The terminal markings suggest it's an intermediate - if you have a multimeter, check which terms connect to which in each position. For an intermediate, one position should give L1-L1 & L2-L2 and the other L1-L2, L2-L1.

Yes - when the way the cable is installed and/or its length means it cannot carry 20A. There are circumstances where you would have to drop to 10A or possibly even 6A.
