If it's coming in to the building at too low a pressure for the shower there is nothing you can do to increase the pressure. If the pressure coming in to the property is good you may have a restriction of flow somewhere along the line (either due to scale build up in the pipe or valves not fully open). If everything tests out okay the only option open to you is to change the shower for a different type. Mira do an electric shower for low pressure areas where by it uses a pump within the unit to increase the flow rate through the heater. You will need a decent sized header tank as it uses the reservoir of water in that rather then what comes from the rising main like a conventional electric shower.
Using a pump inline with an electric shower isn't usually standard practice as you can't get the flow rate through the shower itself to make it worthwhile. However, there is nothing I can think of to stop you from doing so, as long as the feed as from the header tank as you propose.
I assume the shower is currently piped to mains CW and not via the header tank? If the latter, it's not surprising that you're having issues with pressure.
