Cutting into rad pipes

If I,ve got a F&E Cistern and I want to put a new rad in on the first floor, am I right in saying that I can just bung the F&E and close off the vent, which will allow me to cut into the pipes under the floor boards, or do I need to drain down the system downstairs first?

Best way to remove them if I encounter the problem? By the way when draining down should I turn off or leave open all valves to radiators?
 
Best tip is to run a bucket or two of water from the two valves before fitting the new radiator. If it's run off slowly any air locks will be removed at the same time the lost water is being replaced.
If you wish you can run the system without the new radiator to test it.
