regs on finish of boundry wall to the neibours side

Hello

Long story short version.

A m8 has fallen out with there neibour and has asked me to knock down the fence seperating their driveways and build a single skin concrete block wall. He also wants to build it approx 2.5m high which is about 700mm higher than the current fence.

He wants me to build it right on the boundry and leave the other side unfinished (not rendered or painted etc).

Are there any legalitys or pitfalls I or he should be wary of?

I am a window/conservatory fitter by trade but he is a m8 so I want to help but without adding any more agrro (they are taking legal advice over their disputes with the neibour).
 
We assume the fence is his to knock down and on his land in the first place.

Secondly you're limited to 2m on a boundary wall without Planning Permission. Thirdly a block wall needs a foundation so unless you plan on doing an eccentric foundation how are you gonna build the foundation without encroaching on the neighbours property? Fourth a single block wall is totally inadequate even for 2m high without at least some piers, it'll be over as soon as a good wind gets up. You can leave it as a fairface block wall if you like. No part must overhang including any coping on the top.

Finally, tell you're mate not to be such a knob, building walls will only exacerbate the problem.

Planning constraints will affect the height, but you can apply for a higher wall

Serving a Party Wall Notice will allow foundations across the boundary if required
 
Yes the fence is his boundry.
Good point about the footings going over to the neibours land, I hadnt thought of that.
I had thought of the pillars but I will look into sizes on them once I have sussed what Im going to do.
Regarding the 2m hight I had suspected this and I guess I will have to go into more detail.

Good to know about the finish thx. My block laying is pretty good but he will be wanting me to make it as rough as posible on their side lol
 
Ok I will expand on the story a bit.

The house is not his as he bought if for his ex wife and kids (trying to keep her sweet).

The neibour has a cheap hand made leanto roof spanning their driveway, Both the roof and guttering overhang the boundry wall by a good few inchs and they sit out there most of the day smoking.
The smoke is bellowing straight onto the drive and into the kitchen window and door so she is having to keep the doors and windows shut in this hot weather.

He also wants me to build a carport roof onto this new wall to stop all smoke getting in perminantly
 

True but some people are just arses. He is a really nice bloke (I dont really know his ex though).
Personnally I thought they were being a bit dramatic about the smoke but I did see it myself, When the wind is in the right direction (most of the time apparently) It does blow straight into her kitchen.
