imagine an inner city multy story (smallish - 3 storeys), which is shut due to poor construction. If the council were due to knock it down at some point or sell it...what is the viability as a punter of buying it, knocking it down, disposing of the waste, and preparing the ground as an open car park in the city centre charging £10 a day?
