150V between neutal and earth

I measured 250V between live and ground, and I also have 150V between neutral and ground. I also have 28V between live and neutral. When I measure the voltage between neutral and ground, the power neon comes on on the shower.

Which "ground" are you using as the reference ? If you are using the earth wire as your reference "ground" then the results in the quote above could be the result of a disconnected earth wire as well as a damaged neutral.

As it is a shower and therefore a high risk area please think about having the installation checked out by a competent electrician.
 
With the switch on, I get 2-3ohms between the live terminals, and no continuity between the neutrals.

With the switch off, there is no continuity anywhere.

I don't have any continuity between any other terminals.

I measured continuity between the pipe going into the shower and the earth of the supply cable coming out if the wall (removed from the shower terminal to make sure there was no connection internally). I got a beep and measured 0.7 ohms. Does this mean the earth is a good reference?

Not really. It merely proves there is a low impedance connection between the CPC ( earth wire ) and the pipe work as would be expected by the bonding of water pipes to MET ( Main Earth Terminal ) as the meter.

For the location of broken neutral or live conductors that CPC is possibly a good enough reference.

It does not prove the CPC is connected to the incoming "earth" from the supply cable.
